NOTICE TO THE PUBLIC

SUBJECT: Surrender of old Manual Titles for upgrading to Electronic Title

DATE: June 24, 2019

FROM: Administrator
Land Registration Authority

When the Land Registration Authority (LRA) embarked into computerization through the Land Titling Computerization Project (LTCP), around 16.6 Million titles of the 159 registries nationwide were scanned and uploaded in the database. However, the scanned image in the system is not the title itself but is only the picture thereof. The title remains the paper title kept in the vault of the registry office.

The aforementioned scanning of title, including the encoding of the entries thereof, serves as a preparatory process before the upgrading of the title to Electronic Title, the nature of which would be discussed herein later.

When there is a transaction involving the title, be it sale, mortgage, or any transaction that requires annotation, pursuant to Sections 54 and 57 of PD 1529, the Office of the Register of Deeds through its Records Officer is required to find the title to ascertain that it still exists because when it cannot be found, the office has to recommend the filing in court of a petition for the reconstitution of the lost title before any transaction can be had thereon.

The Land Registration Authority was awarded by SOCOTEC Certification International, formerly AJA Registrars, Inc. its new ISO standard certification last August 16, 2019. The momentous event was held last September 25, 2019 at the LRA Central Office in Diliman, Quezon City during the quarterly Management Review meeting of the agency.

“Continual improvement, that is the spirit and basic principle of ISO – Quality Management System”, Deputy Administrator Robert Nomar V. Leyretana said on his speech on the awarding ceremony.

According to Deputy Administrator Leyretana, the significance of achieving the ISO - certified status is not only because of being the basis of performance-based bonus and being required by the law, but it is the trend today, having the so called “ISO footprint” which is a trend in the manufacturing sector, ensuring that all the necessary components in producing a product or service is ISO certified.

“We should have an ISO footprint. All the services that LRA offers in obtaining a title should be ISO Certified", Deputy Administrator Leyretana said, urging the officials and employees in gearing towards the ISO foot print label in land registration.

In 2016, AJA Registrars, Inc. (now SOCOTEC Certification International), a third party certifying body, conferred the ISO 9001:2008 certification of LRA Central Office and 10 Registries of Deeds (RDs) namely: Quezon City; Manila City; Marikina City; Parañaque City; Binangonan, Rizal; Morong, Rizal; San Fernando, Pampanga; Lipa City, Batangas; Toledo City, Cebu; and Davao City.

Last year, LRA expanded its audit sites, adding 12 RDs that underwent ISO certification. These are RDs of Malabon City; Makati City; Pasig City; San Juan City; Taguig City; Valenuela City; Cavite Province; Tagaytay City; Puerto Princesa City, Palawan; San Fernando, La Union; Ilagan City, Isabela; and Iloilo City.

The scope of the former and new ISO certification of LRA is Public Administration covering the Property Registration Services, including related processes of the agency.

Also, gracing the ceremony, aside from LRA Administrator Renato D. Bermejo and Deputy Administrator Ronald A. Ortile, were officials of the Land Registration Systems, Inc., LRA’s partner for the Land Titling Computerization Project, namely: Mr. Delfin Hallare, Jr., President; Mr. Deepak Kumar, Managing Director and CEO; and Mr. Ernesto Camarillo, Jr., Senior Vice President.

SOCOTEC Certification International Managing Director, Mr. Paul Bagatsing, presented the certificate to LRA Administrator Renato D. Bermejo. The ceremony ended with the message from the Administrator, commending the officials and employees in achieving the latest ISO standard certification.

LRA is aiming to further expand its audit sites, thus, it is now in full swing preparation for the remaining RDs nationwide through ISO – Quality Management System cascading seminars which started last July 2019.
