         Admin Bermejo

          Admin. Renato D. Bermejo is an appointee of President Rodrigo R. Duterte on May 10, 2017. Nat, as he is called by friends, was born in Davao City on July 01, 1974. His parents are Remia Dacudao Bermejo from Dingle, Ilo-ilo and Tito Francisco Garcia Bermejo from Capiz and Davao Oriental. He also served the government as Presiding Judge (2013), DOJ Prosecutor (2009), Acting Chairman, Police Regional Appellate Board (2006), and DAR Trial Attorney (2003). He passed the 2001 Bar exam and engaged in private practice of law until his appointment to the government. He is a product of a public school system, he graduated elementary at the Matina Central Elementary School. He completed High School at the Holy Cross of Davao College. He is an alumnus of Ateneo in Cagayan de Oro City and in Davao City. He has a Bachelor's degree in Marketing and a Bachelor of Laws degree. He attended Master of Laws at the San Beda Graduate School of Law and he also attended Master in Business Administration at the Ateneo School of Business and Governance. His hobby is visiting coffee shops.


DEPUTY ADMINISTRATORS

         Ronald A. Ortile

          Atty. Ronald A. Ortile, a Career Executive Service Officer II, obtained his Bachelor of Science in Commerce degree, Major in Business Management, from the De La Salle University and his Bachelor of Laws degree, from the Manuel L. Quezon University School of Law.

          While taking up law, he was at the same time employed with the Senate of the Philippines where he rose from the ranks, starting as a clerk until he was appointed Legislative Staff Officer VI in the Legislative Research Division.

          After his admission to the BAR, Atty. Ortile transferred to the Office of the Solicitor General, where he honed his skills in trial and appellate practice until he decided to move to the corporate world as Senior Manager-Head, Litigation Department of the Legal Division of Security Bank Corporation, where he further polished his skills in trial and corporate practice with emphasis on banking laws, rules, and regulations.

          In January 2003, Atty. Ortile went back to government service as Director of the Legal Affairs Department of the Land Registration Authority (LRA) until 2009 when he was appointed Deputy Administrator thereat.

          Among other designations, Atty. Ortile is presently the Chairman of the PMEC or the Project Management Executive Committee, the body tasked to oversee and manage the LTCP or the Land Titling Computerization Project; Chairman of the LRA Bids and Awards Committee for Infrastructure, and Head of the Task Force Titulong Malinis, or the TFTM. He is also taking the lead, on behalf of the LRA, in the enactment of Secured Transactions Act, presently pending approval by both Houses of Congress and in the revision of the Warehouse Receipts Law.


Robert Nomar V. Leyretana

          Atty. Robert Nomar V. Leyretana or “Dep Bob” as he is fondly known in LRA is a dedicated official of the agency for over fourteen (14) years now. He started his career in LRA as Chief of the Law Division in 2003, and went up the bureaucratic ladder until his present position as Deputy Administrator. He had the unique opportunity to serve as Officer-in-Charge (OIC) Administrator of LRA from August 2016 to June 2017.

          Prior to his stint in the government, he had an extensive private practice in the field of land titling from 1994 to 2002. A product of public education, he graduated elementary from SPED Class and high school as First Honorable Mention in Iloilo City High School both from Iloilo City. He further earned his AB Political Science from UST as a working scholar and Juris Doctor from Ateneo Law School as university scholar.

          Recognizing his competence in public governance, he was conferred by the Office of the President with the rank of CESO II, the second highest rank given to a career government official. Proving his expertise in the field of land registration, he is at present an MCLE (Mandatory Continuing Legal Education) lecturer on that subject in UP, UE and New Era University field, and at the same a part time law professor. He is a most sought after lecturer in the field of land titling locally and would sometimes be invited to speak in some international fora as well.

       A doting father of three (Monchai, Mai-Mai, Montoy), he is married to former Cynthia Nicolas Reyes from Sta. Maria, Bulacan.


 DIRECTORS      

Armando De Leon

          Dir. Armando M. De Leon obtained his Bachelor of Science in Commerce degree, Major in Accounting, from Adamson University.

          A hard working student and rose from the rank, he held different positions in the Local Government of Makati and at the same time working in private entity holding different financial positions in International Hotel Industry.

          In May 2003, he was appointed as Land Registration Examiner of LRA-CARP and eventually promoted as Project Manager until 2008, when he was appointed as Director II of the Financial Service of Land Registration Authority.

          Among other designation, Dir. De Leon is presently the Chairman of BAC-PGSM and member of PMEC and Chairman of the LRA Disposal Committee.


Porfirio Encisa

          Engr. Porfirio R. Encisa, Jr., obtained his Bachelor of Science in Geodetic Engineering from FEATI University and Bachelor of Laws degree as well as Masters in Public Administration, from University of Manila.

          While taking up engineering course, he was at the same time employed with F.A. RONDA Surveying and Planning Office, where he earned extensive skill in the field of surveying as well as Urban and Rural Planning. He was then one the engineers of Tropical Homes, Inc. and V&G Better Homes Inc., who conducted surveying and supervised the land development projects.

          He successfully passed licensure Board Examinations for Junior Geodetic Engineering as well as Geodetic Engineering and a Real Estate Broker.

          In April 2, 1986, Engr. Encisa was admitted in the government service and started as a Records Clerk II on a casual status assigned in the Microfilm Unit, for almost two (2) years, then he was promoted as Geodetic Engineer in a temporary status performing works duties as Land Registration Examiner, then he was promoted as Engineer III, and was designated as Assistant Chief of the Subdivision and Consolidation Division and concurrent Acting Chief of the Land Projection Section.

          As Engineer III, he was appointed by the Administrator to be the Acting Chief of both Subdivision and Consolidation Division and Ordinary and Cadastral Decree Division in concurrent capacity, until he was promoted to Engineer V, as Chief of the Ordinary Decree Division. In 2008 he was appointed Director of the Department on Registration now Land Registration Operations Service.

          Among other designations of Engr. Encisa, he is presently the Vice Chairman of CO Operation, and designated as head to oversee the operation of One-Stop-Shop, Head Technical Team of Task Force Titulong Malinis (TFTM), and presently a member of Task force Bangon Marawi.


Rhandolfo Amansec

          Atty. Rhandolfo B. Amansec graduated from the University of the Philippines in 1983 with a degree of Bachelor of Arts in Economics. He then obtained his Bachelor of Laws degree from the University of Sto. Tomas. He was admitted to the BAR in 1988.

          Atty. Amansec has devoted all of his professional life to government service. He was initially employed as Legal Officer at the Board of Investments, Department of Trade and Industry. He then transferred to the Commission on Human Rights as a Senior Legal Officer, then served as a Graft Investigation Officer at the Office of the Ombudsman for the Military. He was later on appointed as Executive Clerk of Court of the Regional Trial Court of Las Pinas City.

          In 1998, he started working for the Land Registration Authority as the Chief of then Registry Inspection and Investigation Division now the Land Registration Monitoring Division, which Division is primary tasked with the investigation of administrative complaints against LRA personnel. Thereafter, he was appointed to his current position as the Director of the Legal Service.

          Aside from his regular task, he is also the Team Leader of the Investigation Team of the Task Force Titulong Malinis.
