The Philippine’s Land Registration Authority (Pangasiwaan sa Patalaan ng Lupain), abbreviated as LRA, is an agency of the Philippine government under the Department of Justice responsible for issuing decrees of registration and certificates of title and register documents, patents and other land transactions for the benefit of landowners, agrarian-reform benefeciaries and the registering public in general; providing a secure, stable and trustworthy record of land ownership and recorded interests therein so as to promote social and economic well-being and contribute to the national development.

The LRA exists for the sole purpose of implementing and protecting the Torrens system of land titling and registration, as well as registration of transactions involving personal properties. Through its Registry Offices, it constitutes as the central repository of all land records involving registered or titled lands as well as registered transactions involving unregistered or untitled lands.

It issues decrees of registration pursuant to final judgment of the courts in land registration proceedings and cause the issuance by a registrar of deeds the corresponding certificate of title.

It is tasked to issue all subsequent or transfer certificates of title. It keeps the title history or records of transaction involving titled or registered lands. It provides legal and technical assistance to the courts relative to land registration cases, and to other government agencies with respect to registration of administratively issued titles. It likewise extends assistance to DAR in the implementation of the Comprehensive Agrarian Reform Program (CARP).

A LAND REGISTRATION AUTHORITY – (LRA) that is:

  • An independent corporate body exercising quasi-judicial functions using automated systems and modern facilities;

  • An effectively managed organization responsive to the needs of its clients and its personnel; and

  • An entity conscious of its role to promote and attain the full trust and confidence of the public in the Torrens System and the titles, documents and other public records kept in its official custody.

 The LRA is mandated to issue decrees of registration and certificates of titles and register documents, patents and other land transactions for the benefit of landowners, agrarian reform-beneficiaries and the registering public in general; to provide a secure, stable and trustworthy record of land ownership and registered interests therein so as to promote social and economic well-being and contribute to national development. To achieve this mission, the LRA is committed to effectively implement the laws and regulations relative to the registration of land titles and deeds; to maintain and foster greater public trust and confidence in the Torrens System through honest, prompt and efficient service, and to preserve and maintain the integrity of land records; to provide vital, accurate and timely land-related information as well as to provide convenient working conditions and adequate incentives to all LRA personnel.

The Land Registration Authority is mandated to preserve the integrity of the Torrens system through proper registration. To carry out this mandate, the agency has devised plans and programs that include the following:

PLANS AND PROGRAMS IMPLEMENTATION
Push through the successful implementation of the Land Titling Computerization Project (LTCP). The agency has started the Land Titling Computerization Project to cleanse the Torrens system and provide the public with an efficient, reliable and expeditious service.
Intensify a more vigorous nationwide campaign against the proliferation of fake or fraudulently issued certificates of title.
The LRA has created a dynamic inter-agency task force, the Task Force Titulong Malinis, in accordance and cooperation of the Office of the Solicitor General in the filing of cancellation proceedings of titles investigated upon as fake/spurious or fraudulently issued and different government agencies, to address the perennial problem on the proliferation of spurious titles.
Continue to improve the physical facilities of the offices of the Registers of Deeds and Central Office.
Constructed, renovated and/or rehabilitated Registry of Deeds buildings to provide better working facilities for the employees. Also, a Multi-purpose Hall was constructed at the 5th floor, LRA building and presently was being utilized as venue for seminars, training, symposium, etc.
Continue Operation Handog Titulo.
The Land Registration Authority instituted a patent titles distribution project through its field offices, the Registry of Deeds, in coordination with local government units and the LRA-CARP, in response to the government pro-poor program and the fulfillment of the objectives of the agency to accelerate delivery of titles to bolster registration and revenue collections.

Implemented standardized and reliable procedures in the office of the Register of Deeds. The LRA will prescribe standard documentary requirements and standard examination procedures that will negate the use of discretion, which is a source of corruption in the discharge of duties. Institutionalized the Internal Audit Unit, to monitor the performance of registry personnel particularly in the collection of registration fees and its prompt and accurate reporting thereof in accordance with COA rules and compliance with all registration requirements in the processing of transactions.
Continue to expedite issuance of decrees/titles. The LRA shall further study measures and create new ones as the need arises for the expeditious processing of issuance of decrees of registration and/or land titles. The LRA shall monitor compliance of existing Circular prescribing a time-frame within which the registration of documents shall be completed upon compliance with all registration requirements and submission of pertinent documents.
Full support to the creation of a Management Planning and Organizational Assessment Unit. This unit is in charge of work process improvement program, service quality improvement program, services enhancement program and other consultancy management and participatory service management functions.

Formulated internal measures to advance the implementation of Civil Service Rules and Regulations. It also supplemented specific guidelines in routing and monitoring tasks and assignments the Authority shall improve measure for the identification of work targets and periodic assessment of performance.
Advocacy of Transparency, Excellence in Performance, Observance of the Merit System in Recruitment/Promotion and Re-Assignments to Improve Employee’s Morale. To this end, the agency has formulated procedures for transparency in the budget allocation; require full participation of key officials in the budget preparation. The agency also pushed for reforms in the benefits of its employees, such as increase of salaries, monetization of leave credits, etc..To ensure that only deserving employees shall be able to reap the rewards of the service, the Merit Promotion Plan and Performance Evaluation System shall be honed through the proper channels of the agency.
Training Seminars/Workshops/Regular Meetings and provisions of avenues as Clearinghouse for the Resolution of important issues affecting Administration and Operations. The agency shall promote monthly meeting of all department heads and division chiefs, including registrars of deeds, for the formulation of pertinent policies for the betterment of the LRA.

  • Undertake measures in its drive against corruption
  • To address the problem of graft and corruption, the Integrity Development Action Plan (IDAP) started institutionalization. An Internal Audit Unit has been established. Programs on ethics training, spiritual formation and moral recovery have been conducted. With these, graft and corruption in the Agency will be curbed.
    • Supports & cooperates in the implementation of Land Sector Development Framework’s (LSDF) Land Administration & Management Reform agenda of the country for 2010 to 2030.

  • Total Quality Management through Improved Systems and Procedures both at the Central Office and Registries of Deeds.

  • More training Seminars/Workshops/Regular meetings and provisions of avenues as clearing house for the Resolution of important issues affecting Administration and Operations.

  • Effective Management of Material Resources

  • In our continuing efforts to avoid tedious, time consuming and expensive court proceedings, we propose the passage of:

A. An Act amending Sec 6 of RA No. 26 authorizing the RD to file petitions for reconstitutions of lost or destroyed original copies of certificates of titles at the expense of the government, in case of loss or destruction falling outside the provision of RA No. 6732.

B. An Act amending Sec. 9 of RA 26, allowing administrative cancellation of the two (2) year period reservation for administratively reconstituted titles.

C. An Act allowing administrative corrections of clerical or typographical errors committed in writing, copying, transcribing or typing of an entry in the maps, survey plans and certificates of land titles.

D. An Act allowing administrative cancellations is the proposal of adverse claim after the lapse of 30 days period.

E. For serious study and consideration is the proposal to allow administrative issuance of new duplicate certificate in case of loss or theft of the owner’s duplicate certificate and change of civil status, with certain safeguards.
