In line with evolving the corporate culture of the agency to one comparable with the more progressive of companies in the private sector as well as in other premier agencies of the government, the Authority sponsored a seminar for its managerial employees and lawyers.

                The Leadership Training on Core Competency: Delivering Service Excellence, Problem Solving & Decision Making, and Exemplifying Integrity, while apparently being verbosely-challenged in title, did not suffer any infirmity in its conduct.  Curated by Karen Mendoza, a Civil Service Commission-accredited speaker, the confab brought together sixty agency leaders both from the central office and select registries of deeds for a three-day series of lectures and workshops to bring them up to speed on required managerial skills.

Held from 27 to 29 November at the National Irrigation Administration Convention Hall and the Multipurpose Hall of the LRA, the colloquium tackled such matters as motivational leadership, stress management, and the classifying and managing of subordinates.

     Sa interes ng serbisyo publiko at tugon sa imbitasyon ni Atty. Luis Meinrado C. Pagulayan, Undersecretary, Legal Affairs Office at Council Secretary ng PARC (Presidential Agrarian Reform Council), ang tumatayong direktor ng CARP na si G. Joel R. Amores ay nagtungo sa siyudad ng Cebu noong Nobyembre 20-21, 2017.  Si Direktor Amores ay naanyayahan maging isa sa mga tagapagsalita para sa naturang National Conference of Provincial Agrarian Reform Coordinating Committee (PARCCOM).  Sa naturang ginawang pagpupulong, inilahad niya ang mga aksyon at programang naipatupad ng LRA-CARP sa kasalukuyang taon at maging mga programa at badyet ng LRA-CARP para sa taong 2018.

     Sa Disyembre 4-6, 2017, sa utos ni Administrator Renato D. Bermejo, nagtungo si Direktor Amores kasama ang piling kawani ng LRA at ng LRA-CARP sa RD Tagbilaran, Bohol at nagsagawa mg imbentaryo at imbestigasyon sa mga transaksyon ng CARP sa nabanggit na lugar.

oss pic           The One Stop Shop (OSS) is a conglomeration of the various offices’ frontlines in the Central Office. It provides more convenient and efficient service in a common location at the lower ground floor lobby, equipped with modern facilities such as a queuing system, a free Wi-Fi “Juan-Konek” Internet server, and an ARTA-compliant atmosphere. Divided into several windows, available services include the status of lots and decrees, certified true copies of survey plans with their technical descriptions, microfilms of titles and plans, certified true copies of anywhere-to-anywhere (A2A) titles, as well as dedicated cashiers for the payment of services. There are also windows that provide assistance for all kinds of inquiries and complaints, the receiving of communications and court documents, and a separate room for Officers-of-the-Day of different sections for those seeking technical advice.

          The facility formally opened on the 1st of February of 2015 during LRA’s 112th Anniversary with a ribbon-cutting and a Eucharistic celebration. Now supervised by the Director of Land Registration Operations Service Engr. Porfirio R. Encisa, Jr., with the support of Administrator Renato D. Bermejo, the OSS is the new face of the Authority’s Central Office before the general public.

       Notice is hereby given to the public that unscrupulous individuals have been posing as members of the Cabinet, including the Executive Secretary, or name-dropping the latter in fraudulent schemes to solicit funds from the public.

       In particular, please be warned that the Office of the President (OP) or the Office of the Executive Secretary (OES) has not authorized any person to solicit money or other things of value from the public for the alleged benefit of Marawi soldiers, senior citizens, illegal drug campaign, or any other cause, for that matter.

Memorandum Circular No.065

The Authority has issued a circular which provides rules, procedures, and guidelines for the implementation of a system for the Automated Client Entry for Certified True Copies of Certificates of Title (ACE-CTC).

Done in concurrence with the agency’s mandate to preserve the integrity of the land registration process—which includes the implementation and continuance of the Torrens system of land titling—and through the Land Titling Computerization Project (LTCP), the issuance seeks to further improve the LRA’s services to stakeholders by allowing them to directly enter their requests for certified true copies of system-generated titles and titles electronically stored in another computerized registry. Although the measure initially covers the two mentioned transaction types, other transaction classes shall be included upon issuance of a memorandum requiring the addition.

Administrator Renato Bermejo signed the directive, officially designated as LRA Circular No. 28-2017, on 20 September 2017. The circular takes effect fifteen days after its publication in a newspaper of general circulation and after the filing of 3 copies of the measure with the UP Law Center.

Nang umupo bilang Administrator, ipinahiwatig ni Renato D. Bermejo ang kanyang adhikain na tulungan si Pangulong Rodrigo Roa Duterte na matupad ang kanyang pangako na tunay na pagbabago sa pamahalaan sa pamamagitan ng mabuting paglilingkod sa Land Registration Authority upang lalong magbigay sa publiko ng masinop na pagtatala at pangangalaga ng mga sipi ng titulo.

Dahil ang mga Register of Deeds ang may mahalagang papel para marinig ng Administrator ang mga tao na nasa malalayong lugar ng ating bansa, gumawa siya ng program para ipaabot sa kanila ang mga mahahalagang circular ukol sa mga reporma. Upang lalong maging epektibo ang naturang programa, itinalaga niya sina Edwin L. Calmona, Administrative Officer V, at ilang piling tauhan para magtungo sa iba't ibang rehiyon upang makipag-ugnayan sa mga Register of Deeds sa pag-ayos ng mga lugar na pagdarausan ng mga seminar at iba't ibang gawain sa pagtalakay ng mga mahahalagang isyu sa pagpaparehistro ng lupa.

In view of the changes in the political jurisdictions and boundaries of local government units (LGUs), where rezoning and changes in municipal borders virtually relocate realties from one municipality to another, Administrator Renato Bermejo has seen the necessity to craft new rules in the transferal of a title from its former registry of deeds (RD) to the new one.

Under LRA Circular No. 30-2017, the Title Transfer Process may be initiated upon approval by the Administrator. After such approval, the land title shall be transferred from its source RD to the receiving RD. This entails not only the transmission of the physical copy reposed in the source RD’s vault, but also of its corresponding title “image and electronic data” from the database of the registry concerned.

The new rules further address such instances as where the physical registry copy cannot be found within the vault of the source RD, where a title covers multiple parcels of land, and the procedure in the disposition of canceled titles over land which have been moved by legislative fiat.

The Circular was issued on 25 September 2017 and takes effect in accordance with the publication requirements under law.
