SUBJECT: Surrender of old Manual Titles for upgrading to Electronic Title

When the Land Registration Authority (LRA) embarked into computerization through the Land Titling Computerization Project (LTCP), around 16.6 Million titles of the 159 registries nationwide were scanned and uploaded in the database. However, the scanned image in the system is not the title itself but is only the picture thereof. The title remains the paper title kept in the vault of the registry office.

The aforementioned scanning of title, including the encoding of the entries thereof, serves as a preparatory process before the upgrading of the title to Electronic Title, the nature of which would be discussed herein later.

When there is a transaction involving the title, be it sale, mortgage, or any transaction that requires annotation, pursuant to Sections 54 and 57 of PD 1529, the Office of the Register of Deeds through its Records Officer is required to find the title to ascertain that it still exists because when it cannot be found, the office has to recommend the filing in court of a petition for the reconstitution of the lost title before any transaction can be had thereon.


 

Hingian siya ng Title(Photocopy) at basahin ito kung sino ang Registered Owner(May-ari ng lupa), puntahan kung saan nakatira, at tanungin ang mga kapit-bahay kung totoong siya ba ito. Kung siya ay nagtatrabaho o may negosyo, puntahan din ito. Maaari ka rin mag-background check sa kanya sa mga Real Estate Brokers o Real Estate Sales Person.

Subject: Use of the Mandatory Registration Information (“MRI”) Forms in the Registries of Deeds

This is in relation to LRA Circular No. 17-2021 on August 3, 2021, with the subject, “Use of LRA Guides for the Improved Entry of Mandatory Registration Information for Transactions in the Registries of Deeds”, which provides for the adoption of the following LRA Mandatory Registration Information (“MRI”) Forms:

  1. MRI Form for Real Estate Mortgage (“REM”);
  2. MRI Form for Cancellation of Real Estate Mortgage (“CAN-REM”);
  3. MRI Form for Deed of Absolute Sale (“DOAS” or “Sale”); and,
  4. MRI Form for Deed of Donation.

Please be advised that the RDs shall start requiring the use of the above-mentioned forms so that documents are entered correctly and in a more efficient manner.

Lubos na kinikilala ng Pangasiwaan ang mga programa ng Komisyon sa Wikang Filipino (KWF) upang maipalaganap sa higit na nakararaming mamamayan ang kamalayan sa pagdiriwang at kahalagahan ng Wikang Filipino.

Ang pagdiriwang ay alinsunod sa itinakda ng Proklamasyon Bilang 1041, taong 1997, na nagpapahayag ng taunang Buwan ng Wikang Pambasa tuwing Agosto 1-31.
