NOTICE TO THE PUBLIC

SUBJECT: Surrender of old Manual Titles for upgrading to Electronic Title

When the Land Registration Authority (LRA) embarked into computerization through the Land Titling Computerization Project (LTCP), around 16.6 Million titles of the 159 registries nationwide were scanned and uploaded in the database. However, the scanned image in the system is not the title itself but is only the picture thereof. The title remains the paper title kept in the vault of the registry office.

The aforementioned scanning of title, including the encoding of the entries thereof, serves as a preparatory process before the upgrading of the title to Electronic Title, the nature of which would be discussed herein later.

When there is a transaction involving the title, be it sale, mortgage, or any transaction that requires annotation, pursuant to Sections 54 and 57 of PD 1529, the Office of the Register of Deeds through its Records Officer is required to find the title to ascertain that it still exists because when it cannot be found, the office has to recommend the filing in court of a petition for the reconstitution of the lost title before any transaction can be had thereon.

The general public is hereby notified that by September 30, 2018, the Land Registration Authority ("LRA") and its Registries of Deeds ("RDs") shall complete the digitization/scanning of all manually-issued Certificates of Title in their records, and the digitization/scanning activities of titles shall be discontinued in all LRA's Offices, thereafter.

This Authority strongly encourages all Owners of Titled Properties and Parties with registered interests on Titled Lands to ensure that these have been digitized/scanned and are existing in the database records of the LRA and its RDs by requesting for Certified True Copies of their manually-issued Certificates of Title.

You may request for Certified True Copies at the RD where your Title is registered, or at any Computerized RD nearest you via LRA’s Anywhere-to-Anywhere Services.

adz         Working in an office environment could mean a lot of things, good and bad. While majority of workers regard it as primary source of livelihood, it may also be a source of stress especially to those who have been in the public service for a number of years already.

         Work-related stress, otherwise known as pressure, strain, anxiety and tension along with its underlying negative effects need to be addressed in order to prevent its likelihood of developing into a long term problem. Fact of the matter is, irrespective of one’s level of workload and earning capacity, every worker is susceptible to stress.

         As part of its Health and Wellness Program mandated by the Civil Service Commission, the Land Registration Authority recognizes the need to address work-related anxiety of whatever kind. The agency has embarked into several fitness activities to entice employees to get involved into an active, fit, and dynamic lifestyle. The main objective of this worthwhile program is “to inculcate in us the importance of a healthy lifestyle and a regimen of regular physical fitness strategy to reduce the level of risk factor of heart diseases” (CSC MC No. 06, s. 1995, reiterated by MC No. 8, series of 2011).
